How does Suppressive / covering fire and blast weapons work

Can I use a scattergun to suppressive/covering fire multiple enemies that are in the cone of effect?

for covering fire it applies to anyone within range of their weapon and line of sight but only to the first enemy to make an attack against your covered ally.... burst is irrelevant .....harrying fire only effects the person you target with it
