It depends on the size of the town. 18 - Small Down to 35 for a metropolis.
Now, as to that getting the PC elected, it depends on a lot of things. Just because the town believes something about a candidate, it doesn't necessarily mean that won't vote for that candidate (or prefer him to the other choice.) And of course the results could be rigged so it doesn't matter what the voters believe. Only the GM would be able to adjudicate the actual election results.
As an aside, I personally believe that Rumormonger is a talent that shouldn't exist, at least in it's current form. As it is, the only way that a Rumor can spread is via someone who has that advanced Rogue talent. Spreading a rumor should just be a part of bluff, having a talent the aids that would make sense, but having a talent that is the only mechanism doesn't.

I used to work at Walmart, the rumor mil spread like wild fire.
I also did 20 years in the Navy, and sometimes rumors got so out of control, the Captain hand to get on the 1MC and straighten the lies and rumors out before the ship got flipped upside down.
So Rumormonger is indeed, perfect...IMO.
