Fleeting Charge

Advice

So in a Pathfinder FB group I am in, someone posted a question about Fleet Charge. For reference her is the description of the ability:

As a swift action, you can expend one use of mythic power to move up to your speed. At any point during this movement, you can make a single melee or ranged attack at your highest attack bonus, adding your tier to the attack roll. This is in addition to any other attacks you make this round. Damage from this attack bypasses all damage reduction.

Here is a copy of the post:

So a player of mine and me got into a big argument over the use of the Fleet Charge mythic path ability.

He argues that because the ability says that it allows you to move up to his speed that he can actually choose to not move at all and still make his attack.

I however disagree because the ability implies that you move thus you must therefore move in order to resolve the ability. Granted that you can make the attack at any point during your movement, even at the beginning before you move but you must move.

I stand by my decision firmly but he wants a second opinion on this ruling, what do you guys think? Much appreciated.

Before I get any comments against the use of mythic rules I would implore that you refrain from doing so, I'm running Wrath of the Righteous and I am running it as intended so please respect my wishes.

I have 2 questions.

1) I am of the belief that because it says movement the character must move. Is this correct.

2) Since taking a 5’ step is not a move action, would it count as movement for the purposes of the description?

Not sure why my brain typed the subject as Fleeting Charge, should be Fleet Charge.

1. The ability says move up to his speed. Which means yes, he has to move, but he doesn't need to move at max speed in order to use the ability. (It also doesn't have the same caveats the Charge action does.)

2. The character is moving 5 feet as a part of the Fleet Charge ability, which means that movement would provoke as normal, and he wouldn't be able to take a 5 foot step in the same round as this ability is used (and vice versa).

nothing in there says he needs to make any movement. Sure he CAN move up to his movespeed now, but he doesn't need to use it. Now though, if he doesn't move then he can't get his free attack DURING the movement since he isn't making any movement.

No movement = no attack, but using the power as a swift doesn't require you to actually move.

And moving isn't a 5ft step.
