Tetori counter grapple

The Tetori Counter Grapple states "at 8th level even if he is flat-footed, and at 10th level even if his attacker has exceptional reach." What qualifies as exceptional reach? Anything 10ft and beyond? Does that mean before level 8 he can't counter grapple anyone who tries to grab him who's got say a reach of 15ft?

In this case it simply means, in effect, “reach greater than yours”—you ability wouldnt noramlly trigger before L10 as you couldn’t reach them. This allows you to do so even though you don’t technically threaten their square.
