I only play PFS games. Mostly at game conventions.
Getting ready for a game a player stated "Why are common items the same price on a Chronicle sheet as they are in the book?"
*Some Chronicle sheets have special items and Wonds with only a few charges. Yes, if an items is found early in the game it can be used by the group.
Most adventures begin in a large settlement where Armor and Weapons are at stsndard book prices.
Why don't the players get a Discount on purching commom items from a Chronicle sheet? A +1 Sword is the same cost in a city as "Hard fought" items found in a adventure?

The chronicle system has to completely replace the "normal" treasure system for the game, to accommodate the fact that multiple random players can play at each table each time.
The easiest way I've found to rationalise how the chronicles work is that on returning to HQ the Pathfinders hand in everything they have found, and receive cash based on that. They then have the option on buying from PFS stores, which includes items similar, maybe even identical, to things that they brought in.
It's not a perfect system, but it's probably the best that can be used for a shared world, "living" campaign.

The purpose of items on chronicles is that when your character completes that mission, he gains access to those items even if he/she doesn't have the fame score to buy it.
It essentially becomes an "Always Available" item as a privilege for completing that mission.
It's not a fantastic benefit since some of those items are cheap enough for you to already have the fame by then, but that's its purpose. In the Core campaign, it means a little more since some of those items are never available until they appear on a chronicle sheet.

Wealth By Level (WBL) is a tricky balancing game. To make sure that players don't find ways to abuse this, items on Chronicles are priced the same as if you bought them through other sources. If they made stuff cheaper on chronicles, you can bet that some player somewhere would find a way to abuse it.
Short Answer: Because they want the game to be as balanced as possible.

It would be an interesting idea to put items found at a slightly lower price on chronicle sheets. That would add incentive to buy items with a story behind them, but would not be completely out of line. It would make keeping track of upgrading items more work, but it would not inherently be overpowered while actually giving you a reason to use the items you find.
