can you summon a bralani in wind form and not human form?
can you summon a hound archon as a wolf and not a humanoid form ?
Wind Form (Su) A bralani can shift between its humanoid body and a body made of wind and mist as a standard action. In humanoid form, it cannot fly or use its whirlwind blast. In wind form, it functions as if under the effects of a wind walk spell. It can make slam attacks and use spell-like abilities in either form. A bralani remains in one form until it chooses to assume its other form. A change in form cannot be dispelled, nor does the bralani revert to any particular form when killed (both shapes are its true form). A true seeing spell reveals both forms simultaneously.

You summon them in their base Beastiary 1 form.
... assuming you can communicate with them, usually a given in this case, and command them (a basically given if using SM), you can command them to change.
Edit: Also, as they have decent Int and Wis scores, if it's smart they'd change on their own to better achieve their objective it shouldn't be a hard case to make w the GM.

Yeah, from a world building perspective, I would agree the base form is what you go with. It is generally the form that you would most often encounter such a creature in, so it is safe to say that form is the one it most often takes (there might be exceptions, like how a were-whatever might have hybrid stats listed, even if most stories might have them hiding in humanoid form most of the time).
For the two original examples- simply put, they would most often be in the form with hands. Because working hands are useful. Being mist/canine seems like it would be rather annoying in your everyday life, even if you are an outsider.
But this is just my 2 cents.
