I'm assuming it would work similar to the Monk's Ki ability in that if you don't gain a ki pool then you just can't spend the Ki you have as you don't have a ki pool, but if you later gain a way to spend the ki on something(IE through perfect style) you could spend it on that. The specific question pertains to a Duergar Inquisitor taking the +1/6 use of judgement FCB but having replaced it with Sanctified Slayer. Any Thoughts? My prime concerns are what the RAW ruling would be, and what you would do as a DM to appease a player who wanted to do such a thing(in my case I would give them +1/6 1d6 sneak attack, but I am a rather lenient DM)
FCB does not give what you dont have. It improves on what you do have. I tend to still with the rules, but if I were to make an exception like this the player would have to give up something in return.
Can you retrain favored class bonuses?
I dont think so. I checked, but I did not see it as an option.

I'd disagree with you there only now that I believe the developers meant that the warpriest human FCB gives bonus combat feats, not specifically the bonus feats they normally get(counting their level as fighter level and BAB for the feats).
