It says I need 500 gp per HD of simulacrum (material component), but it also says that I need some 100 gp for each HP of Simulacrum.

Is it a mistake, or does this 500 gp per HD include 100 gp per Hit Point? How does it work?

How many gp I need to build a simulacrum of Roc (Bird)?

It's 100 gp per hit point to repair the simulacrum. As a result, repairing it is probably more expensive than crafting a new one.

As Kimera said... The 500 gp/hd is to create the simulacrum while the 100 gp/hp is to repair it. And again Kimera is right that it is likely more expensive to repair a very damaged simulacrum than simply building a new one.
