anyone have any idea what an item that increases the caster level for the purpose of overcoming spell resistance might go for? The only instance I can find of it is on the robe of the archmagi, and I can't gauge a value from that item. I'm thinking bonus squared x 2-3,000 is reasonable, but looking for a second (or third) opinion.

There's a feat called Spell Penetration, plus greater version. There are a very few magic items that do this, often as a minor part of a very expensive item.
If you allow any custom items like this, you need to be aware that you are either rendering all the existing methods obsolete (how much are 2 feats worth?) or you need to price them so they are truly exorbitant.

In 3.5, a feat was presumed to be worth a 10,000 item. Add 5,000 for each prerequisite it let you avoid.
While others have mentioned some items, I have a list of items that give a bonus to a class feature. None are for spell penetration, but I do have formulas that they seem to have used.

You can get a price from the robe of the archmagi if you take into account the two 30% price decrease for class and alignment. It turns out as 20000 for the +2.
Edit: Even though it has a price, you should still hesitate about making an item like this. There's a reason only two items have this increase and you can't wear them both.
If you decide to make this item, you should make it so it doesn't stack with the bonus from the robe of the archmagi, since stacking wasn't taken into account with it.
