I am pretty certain that Mike has said you cannot reskin things in PFS, but that may have just been in regards to animals. I know an example was given where you couldn't use the stats of a dog but call it a pig, or something very similar. The reason being that even though you tried to make it mechanically identical, things like goblins etc react is special ways towards dogs. I think there was a bit of the slippery slope argument thrown in too.

I didn't read the whole thing again, but it speaks directly about no animal reskins in the first post, and no flavoring weapons and lightsabers a few more down. I am sure it goes into more exact detail, it is a long thread.

I'd pay for a parasol as well and list it in your inventory, and just describe it as being a combined item. I don't foresee any situations where that would give you any kind of advantage.
And if someone complains, spend 20 gp on some alchemical glue, and just glue your sword cane to your parasol. Problem solved.
