I'm still having difficulty seeing the RPG Superstar Rules or Judges pages using Chrome: the window refreshes several times before getting the 'You have made too many requests for the same page too quickly. Please wait a minute before trying again.' page.
Sometimes mashing the 'stop' button quickly works, sometimes it doesn't.
Same here, also using Chrome.

This bug from last year is still around when I try to view the rules pages.
Just FYI, this is still happening.
If it helps in narrowing this down, I'm currently running Chromium-/Blink-based Opera (26.0.1656.60 under Win8.1 x64) and not experiencing the issue.
This is now happening for me on the main messageboard page (but not individual threads, if I can get a link some other way.)
This seems better behaved now.
