You need an app that surreptitiously records audio and video and auto-uploads it to a remote server (see also). The dystopian panopticon should apply equally to the citizens and the police.
Put a sticker on your window that says:
"By approaching this vehicle and speaking to the driver, you voluntarily
submit to audio and video surveillance."
