Is a paladin's detect evil constantly on or does he have to cast it?
It's a spell-like ability usable at will, not a constant effect. They still have to activate it, it's still a standard action, it still provokes an attack of opportunity, and it can be disrupted if the Paladin isn't casting defensively.

Remember that paladins have two different versions of detect evil.
The first is just like casting the spell, works on a standard action, includes a 60-foot cone, and takes rounds of concentration to get additional information.
The second designates a single target, works on a move action, and gives you only information on that target, but right away.
