One of my PCs wants to take the Adopted Parents trait. He is a Half-Orc and wants to pick Humans as his adopted parents. With this choice he wants to pick the +2 to any ability score. Is this allowed?
I was confused with the fact that as a Half-Orc he already gets this bonus can he get it again? Also he is considered Human as well as Orc so can he pick Humans as an adopted parent type if he is already one of them?

Why would you get the +2? That's not a racial trait. You don't even get racial traits, you get a race trait. Something like Warrior of Old for elves, you don't get the bonus feat, +2, or skilled from being human. Its actually pretty crazy how often this comes up.
When you take adopted, you pick a race and you gain a race trait from that race. A race trait for humans would be something like Child of Two People, Harrow chosen/born, or Aspiring Bard.

No, you get a race trait...not a racial trait. Race traits can be found on pages 61-63 of Ultimate Campaign. Racial traits can be found in various places. Note also that ability score modifiers are not technically racial traits (see Core Rulebook 20).

TheLoudMacLeod, your question is one of the most commonly confused rules instances in the Pathfinder game. If you do a quick search for "Adopted", or "Racial Traits/Race Traits", you'll see you're not alone.
To answer your question, no. Adopted only allows you to grab a "Race Trait", like those listed in the back of the APG.
