At character creation you are limited to certain languages depending on your race. It would make sense that this would still apply, but the new ruling does not say that.
1. If you can't gain language X through intelligence alone at level 1, I don't see how you can do it at level 4, assuming you use that level to increase your intelligence.
2. It gives some motivation to put ranks into linguistics.

There is no need to FAQ this. It is explained in the chapter on ability scores in the CRB, under the section on Intelligence. You do not gain additional languages just because your Intelligence increases.
Yes, you do. They just FAQed this the other day. That's the FAQ that wraithstrike was referencing. When your INT increases, you gain additional choices from (we think) your bonus language list from class and race.

Now you've got me thinking about headbands with specific languages attached to them.
After all, they ruled that items of +Intelligence had attached ranks in specific skills in order to prevent a character from repeatedly removing and donning the item and reassigning his skills (or having to remember where they were).
Does an Intelligence-boosting item of Linguistics then have specific languages attached to prevent a character from speaking any language it wants to after a day's wait (or having a set list and having to keep them separate so they can be erased whenever the bonus is lost)?
