Gunslinger,Two Weapon Fighting and Rapid Reload

I was trying to build a TWF Kobold Gunslinger(Bushwacker/Pistolero), and there is a lot of mention of needing two hands to reload. But even with 4 arms, a tail or whatever
How can you reload it at all when you use a full round action to attack (TWF), and need a move action to reload (with Rapid Reload)?
I'm thinking I'm missing something, i just don't know what

Paper cartriges combined with rapid reload allow you to reload them as a free action.

Also a weapon cord can attach to the weapons which will allow you to reload without needed to drop a weapon or holster it. Consider alchemical cartridges for faster reload as well.
I don't see why your tail can't help you reload as a swift or free action.
