It's 35 ft, but the math is figured in a slightly different manner.
IAS increases base speed by 10 to 40 ft. Wearing heavy armor drops this to 30 ft. AS then gives a +5 bonus, to a maxiumum of the armored hulk's base speed. 35 ft is less than the effective 40 ft base speed granted by IAS, so the armored hulk moves at 35 ft.
In most cases this is not an important distinction, but there are some builds where applying the armored hulk's abilities properly could matter. Most cases where you can't just tack on +5 and +10 to speed are going to be dwarves or any character with the ability to ignore speed reduction from armor.
(For example, a dwarf armored hulk with both AS and IAS wearing heavy armor would have: base speed of 20 ft increased by IAS to 30 ft, not reduced for armor, and then AS would have no effect as it cannot increase the armored hulk's effective speed above his base speed.)
