Seeking advice on what would be good for an Elan Psion (telepath) that will come to a city in desperate need of a master of secrets, and a member of a Psion enclave who sent him there to investigate strange Psionic disturbances.
My main character is a 12th level elan psion(telepath) who is coming in with a 7th level bodygaurd ( provided by his society the Brotherhood) and is looking to establish himself As the cities master of secrets as well as a teacher. I need though Ideas for my sidekick, one that is devoted to him and will train others as devout warriors of the Brotherhood.
As for agents was planning on using bards, rogues, ninjas and psions as my field agents for my guys eyes and ears for the city. Unless anyone else has any ideas?

Bodyguard: Inquisitor of <Zukoden/il-Yannah/Auppensor/Irori, depending on campaign setting>. I'm presuming the body guard is also an Elan. He'll be devoted, powerful, and fully capable, as well as highly skilled.
Add inquisitors to your followers group, as well as lurks and soul knives, perhaps with a sprinkling of psychic warriors. Probably not any wilders.
Getting the leadership feat would also be immensely helpful here.
(While I know Elans are not the same as Kalashtar, I think, especially given their Eberronian origin in that campaign an Elan who worships the Path of Light - "il-Yannah" - would be totally appropriate.)

Also, totally not sure this is appropriate, but I figure, if you're going to go all out, why not go all out, right? So, I now present, the mindflayer cheese:
Acquire a thought bottle. Use it to store your current experience. Go on, I'll wait. Good.
Capture and incapacitate a mindflayer. Dominate that sucker, then use magic items to maximized hypnotize it into submission forever. Make sure that if he ever has your body, his first goal is to use your thought bottle on itself. That is second only to serving your every whim.
Allow it to come into possession of a mind seed power stone. Require it to use said power stone on you and auto-fail your save.
One week later, when you've got its mind (and various abilities that don't require tentacles), it will drink your thought bottle. Enjoy being yourself again, only now with over-all better mental stats.
Become a thrallherd. Forget about leadership, reap the benefits of POWER.
So, yeah, that's super cheesy, but if your guy is currently lacking in all the mental stats you feel he needs to be a perfect master of secrets, that's one idea.
Thrallherd allows the super-loyal psionic feel, if you wanted to go for that, and you can put all your thralls into terribly dangerous situations and spying roles and pay no consequence for it later, though you lose out on some manifesting levels.
If you can permanently acquire one of each of the following as super-devoted thralls (which can be accomplished through domination/charm/telempathic projection/attraction/extensive maximized hypnotism followed by lots of diplomacy and persuasion <note: technically the hypnotism probably isn't necessary, but it helps avoid GM-variability>), you'll suddenly wield tremendous power as well:
* Doppleganger
* Rakshasa
* Mindflayer
* Nymph (you'll have to sway her to leave the wilds)
* Succubus
* Dark Stalker (and all its attendant Dark Creepers, but you don't need to worry about them, so long as you have their Stalker-master)
With those in place, you'll suddenly find your power multiplied rapidly in terms of spying, intrigue, and such. Each of the agents listed above perform different, very useful and powerful tasks, and the vast majority of people at a city won't ever be able to prohibit you.
Is this a single player campaign? Do you have a wizard who's your friend? If yes to the former, and no to the latter, you can find a wizard with maximize and access to hypnotism, charm/telempathic/suggestion/diplomacy said wizard to build your hypnotism item, and then modify his memory until he doesn't know what he did (perhaps even have him modify his own memory with a domination). Alternatively, if you're buddy's a wizard he can do that for you.
Over all, you're idea's solid. I just give the suggestions I do because that will help you have a stronger hold on what you want.

Not a single player, though there is a witch I could have help me out the inquisitor sounds good if my character where overtly faithful, but I digress. The spys you suggest are interesting, though i still need a marital order.
I am though thinking of doing a thrallherd eventually when i reach 20th, but beofre that I think I 'd pick up leadership
The party though is made up of a tiefling rogue10/ spymaster2 ( its player replacing hsi 15th level drow gun wielding rogue, who is the current "spy mistress"), A witch of atleast 15? (I'm not sure of her levels), a gnome ranger 20/ninja 8 are current general of the cities army, a suli fighter ( savage warrior?) 18th, and a dwarf (turned boggard) monk 18th, as well as several of smaller leveled characters of ours who are either retired or in the city to help, but that is the core group. i was a Paladin of Shelyn (19th level) but went mad and then lost my character sheet.
Our big bad guy is our DMs old Bard/wilder kitsune like race that I dmed for about four years ago and is trying to find the perfect host body, as she is now in a power greater artifact, and is sending worthy canidates into her dungeon to see which one she likes the most all the while it is being broadcasted to our own metropolis as a game show (which we do get fabulous cash and prizes) and so far our ranger/ninja is the only one who has yet to die, in the dungeon!!
