Upfront: i am very rusty with High level adventures. Last time i ran such high levels was 20 years ago in the time of 3.0/3.5.
my thinking is we do a epic level encounter with some epic level characters as a way to help me relearn how High level encounters and adventures work. i really hate the idea of throwing encounters that are either too low or too high at a group and having folks annoyed with me.
so, we are going to do one or more encounters to help me learn this stuff.
I am going to start off with a CR 22 creature and you will get to fight it. arena style.
Character creation guidelines
level: 21
stats: Roll 4d6, drop the lowest. reroll 1s.
Classes: Core classes only. archetypes are allowed.
Prestige classes are allowed.
races: core races only.
starting wealth: 1,000,000 gold. No single item may be worth more than 15% of 1,000,000 gold. so 150,000gps. (this rule may need to be tweaked.)
Feats: standard/traditional. no elephant in the room.
skills: instead of traditional, we can go adventuring/background skills. This i understand!!!
HPs: roll. Wait, what? Rizzen isnt doing his traditional Max HP rule??? yes.
traits: 1
Backstory: if you want to, ok. but, for this, its not necessary.
Theme of character: let me know what youre attempting to do with your character. for example, you take 16 levels wizard, 5 levels of force missile mage. Thisll make you an insane machine gunning force missile mage master. ok cool. i like the theme. You want to make a fighter that holds to the saying "i studied the blade", awesome! love it! Watched the drunken master movie series one too many times and now want to play a monk that is a drunken master? Superb!!!
Setting: Forgotten Realms, 3rd edition setting. Dang it, i like that setting! so i am going to use it. lots of wonderful kingdoms and creatures to explore!!!
I am only going to select 4 players for this arena style play. This is to keep things easier for me and for the players.

That was basically a given anyway. What 20+ level character doesn’t have a belt and headband? But a rolled 18 with a +6 is still higher than a rolled 14 with a +6.

I am mostly complete, I have about 60k gold left to spend but I may just keep it for casting Wish.
Background
Korvis was born in the latter days of the ancient Empire of Netheril. He grew to power and gained the attention of the Goddess Mystryl, who made him one of her Chosen. He predicted the coming doom of Netheril and made preparations to survive, placing himself in stasis in a secure dungeon in the mountains of the High Ice. Unfortunately, he failed to predict the extent of the collapse of the Empire and the agents he left to awaken him after the destruction had passed were killed. As such he slept for thousands of years until a group of adventurers recently found his tomb and woke him up. Surprised by the passage of time and the death of his Goddess he has spent the last few years travelling Toril, learning about the current state of affairs and deciding just what his place in the world is now.
Abilities
Korvus is your regular jack of all trades sorcerer with access to a mass of different spells and the ability to acquire any sorcerer list spell on a limited basis. He is a sneaky, shapechanging menace who can pop up almost anywhere, blast people senseless and then vanish as if he was never there.
HP: 21d6 + 147 ⇒ (6, 5, 1, 6, 4, 1, 1, 1, 3, 2, 6, 1, 3, 4, 6, 3, 4, 2, 3, 3, 6) + 147 = 218

As I've personally never had the chance to play in a higher level campaign let alone max level+, I'm merely going to be a fly on the wall to see how character creation (especially gear choices) goes for this. The highest level of any game I've participated is 6, maybe 7? I can't recall if we leveled up in that one or not (started at 6).

Do you have an updated set of those Epic rules for Pathfinder. Those rules seem to be 3.0/3.5 centric.
Query: In an arena, the assumption you're looking for just strong combat builds. Ok, so the question is, are you looking for "epic" characters, or for epic "characters?"
21st level is epic level. at that level the character qualifies for epic level feats, epic bonuses, spells, etc.
as for updated stuff, no i dont. We will just use the old 3.0/3.5 rules and if tweaks are needed, then we can make them.

Are you seeking combat monster PCs, or well rounded 21st level characters who could set off on an adventure and having the non-combat skills and abilities to succeed as well?

What am I missing? What's the difference? The stated intent by the game developers is that putting on the stat bonus items should look the same as if you grew up with them.

The difference would be getting about 3 additional skill points at 1st level, due to the ability boosts of the item, then getting those additional skills over consecutive levels. My concern is creating an unfair character.

That's not how the Headband of Vast Intelligence (and similar items giving a INT bonus) works. Each item has skill(s) associated with it, and depending on level, it keeps you maxed in the ranks of that skill. It doesn't give you skill points to spend as you please.

Hmmmm... for me, when id make a character for some games, 8th level +, id make the character, add +1/4lvl stat bumps, apply skills, and then,id add the magic item as of my cahracter just aquired the item just before the start of the adventure.

It doesnt matter what level you acquire it at, the effect is the same.

I think I've got it. I'm going to play a Ranger 20/Monk 1.
After playing around with the build a ton, I finally settled on Ranger 20 / Loremaster 1.
I decided to delve a bit more into spellcasting & skill use for the Ranger.
The actual build is pretty much done, though I have yet to really work on the animal companion. That said, I already know what I want for it. It's going to be a Falcon, and it's going to be the character's mount.
The character is a human girl abandoned in the forest and raised by halflings. Hating the humans who abandoned her, and wanting to fit in better with the halflings around her, she makes constant use of Alter Self via a Greater Hat of Disguise. This, in combination with the Undersized Mount feat, allows her to ride her equally small Falcon animal companion.
She is the protector of the forest and all who call it home. She is Nia Holiscus, the Wrathful Nature Spirit!
