Unable to change email address on account

I have been trying to change my email address for my account and it is not working at all. I am phasing out the email address my account is currently tied to, but changing the email address won't take even trying on different browsers. The current email address keeps getting a message that I have made changes to the account, but those changes are not taking effect. I enter the new email address twice on the personal settings page for the account, hit the Submit Changes button and it takes me back to the account main page and nothing has changed, still the same old email address. There is no error message. I tried with a couple other email addresses, but apparently I had old accounts with those email addresses that I didn't realize. I would also like to merge those accounts with this account if possible.
