Ok, there is an item, the Caster's Shield.
"This +1 light wooden shield has a leather strip on the back on which a spellcaster can scribe a single spell as on a scroll. A spell so scribed requires half the normal cost in raw materials. The strip cannot accommodate spells of higher than 3rd level. The strip is reusable."
Do you need the Scribe Scroll feat to scribe a spell on this strip? Or is that detail taken care of by the magic of the shield...

so yes, the scriber needs Scribe Scroll.
A very generous home GM could allow it without the feat but a feat in an Ioun stone is 10,000 gp, thus at 5000gp(with a slot) the cost of the caster's shield does not support the option.
I believe by the 17th first level scroll the owner starts to really save.

The biggest benefit, IMO, for a caster's shield is with action economy. The scribed spell on the leather strip doesn't need to be retrieved before reading/casting it.
Technically, the character can have someone else scribe the spell as long as it is of the same type and on the shield-owner's spell list.

Oh right. Crafting magic items in such a way yields progress as though only 1 character was crafting. You would also need to choose who is the creator, which is important for determining the CL of the magic item. If you wanted work to be done faster, both characters are going to need the cooperative crafting feat.
