Why aren't magical staves a weapon type?

I've grown tired of drawing a weapon with Ezren but I thought to myself, just wait for magical staves. :/

All the staves we've wanted to make so far have been items. But I wouldn't rule it out.

In the Pathfinder RPG, staves are not fighting weapons; they're simply objects that hold spells.

The quarterstaff, which is not magical, is a weapon.

The Staff of Power is both a magical staff and a quarterstaff.

I haven't had the pleasure to pen and paper Pathfinder, so I didn't think of that being the reason. In another rpg I won't name, I recall magical staves saying something like, in addition treat this as a quarterstaff. They may have been items as well but in my head it was just a wizard's weapon :)
