Conversion Abnormalities?

So I'm trying to find method in the conversions of certain creatures from 3.5, so I can convert some things over. The conversion guide is pretty helpful, but I've found a few (and I've just started comparing stat blocks) anomalies that do not appear to conform to any conversion rules.

Why does the Solar have +2 Wis and +10 con?

A Balor has an extra +5 con and +1 Cha. Why?

The +1 Cha especially seems out of place and just strange. Am I totally missing some rule or formula for converting monsters over? Is this an Outsider only thing?

In the case of the Bulette, it got something like +4 Strength. That makes 110% sense when you consider that the baseline Strength for a Huge sized creature is 26, so the +1 Str is just there for reasons.

While this creature mostly follows the creature creation rules, where is the +1 Strength coming from? This isn't nearly as severe as the Solar being a monstrous +10 Con +2 Wis, but it's still there and I'd like to know what I missed with conversion/monster creation.

The reason these things are important to me is because I'm planning on converting a lot of Outsiders which were dropped when the planes got trimmed, because I'm bringing those planes back in my campaign. I need specific conversion rules/guidelines for this task, and the Solar doesn't seem to make any sense at all.
