Personal Upgrades are Augmentations, not really implants. They *can* be implants if you want them to be, but no, I wouldn't think they'd count as implant for the racial ability.
I think it has to be something that is specifically listed on Table 7-19: Cybernetics, or on equivalent tables in other supplements, like the Anacite Augmentations.
