So since (as I understand it) SLAs are now categorized as spells, does having them count as having a caster level for prereqs of feats, prestige classes, etc? I.e. is this FAQ implicitly reversed?
Personally I prefer having racial SLAs not allow early entry to prestige classes, but I don't see how to prevent it in PF2 (and of course many people don't want it prevented).

There is a simple way to prevent it, which you've probably seen on several of the previewed rules elements: PF1 (through its 3E roots) was allergic to putting a level requirement in anything, but the playtest does include level requirements, so there won't be any problems with the level of gaining something coming before the minimum level it's supposed to be available.

And if you weren't careful, you could accidentally break the level expectation.
I had a very broken eberrron character once because, when the "Master of Shrouds" prestige class was converted to 3.5 in Libris Mortis, the prerequisites become "Will save +5" instead of requiring a certain caster level. I was able to qualify for it by lvl 3 by multiclassing, and by character level 7 could summon a wraith 6xs a day as a spell-like ability. It was for a one-shot, so my dm let me get away with it.

Almost, anyway. It was still there because of either skill requirements, feat requirements, or the whole 'at least lv5 before PrCs' design.

True, but I like that they're moving from those requirements to level requirements for many things. The ways that they implemented "at least lv5" left me with a lot of issues, where any deviation from the paradigm that would let level 5 characters get PrCs would mean you lag behind. Granted, that's more an issue I had with 3.5, since they largely made PrCs weaker than standard classes, compared to 3.5 where they were pretty much expected, but still, I think that there's room (especially with the PF2e way that class feats are largely replacing the standard class ability gain) for level-requirements to allow for, if not PrCs as we know them, something similar, and make it balance out with going full 20 in a class, which both 3.5 and PF1e struggled with.
