It's in the APG, but in any case, Additional Resources for the ARG doesn't restrict favoured class bonuses to the associated race (as it does for most other content).
I haven't immediately found a FAQ on this exact combination, but this seems to indicate that favoured class bonuses are now considered an effect related to race and thus would be accessible through Racial Heritage.
I believe that would work.

As Starglim points out, favored class options aren't listed in the ARG's "actual race only" restrictions.
Note: Alternate racial traits, racial archetypes, racial evolutions, racial feats, and racial spells are only available for characters of the associated race. Racial equipment and magic items can be purchased and used by any race as long as the specific item permits it (for example, only halflings can purchase and use solidsmoke pipeweed).
As to whether Racial Heritage qualifies you to take racial favored class options, Racial Heritage, the half-elf's Elf Blood, and the half-orc's Orc Blood racial traits all use the same "for any effects related to race" language, and the APG FAQ Starglim linked to includes favored class options in the list of things half-elves and half-orcs can take from their parent races, so it stands to reason that Racial Heritage would work the same.

One thing to be careful with is the Race Traits, which are a part of the Race's makeup. (Call it Ancestry Alternatives)
