Armor Check Penalty Applied to Attacks?

I looked everywhere in the book and couldn't find any mention of the "Armor Check Penalty" applying to attack rolls, only to skill checks.

I'm looking specifically at the feats Light Armor Proficiency, Heavy Armor Proficiency, and Powered Armor Proficiency. Each feat says, "No penalty to attack rolls while wearing XXX armor".

Rules as written this implies that regardless of what happens, there can never be an attack roll penalty, under ANY SITUATION, while wearing XXX type of armor. It doesn't specifically mention armor check penalties here.

Is this really how it's written?

I understand weapon proficiency, because if you arent proficient in a weapon then there is a penalty applied to your attack rolls. This is explicitly stated.

For the armor proficiency feats though, what does armor proficiency have to do with weapon attacks? Like why is this even listed in their descriptions?

The Exchange

The mention of attack rolls only occurs in Table 6-1 on page 152. It's not in the actual feat descriptions.

I suspect at one time during development the Armor Check Penalty for armor you are not proficient in did apply to attack rolls (as it does in Pathfinder). Looks like that got changed but the table didn't get updated.
