Tikbalang (9). Which is a Filipino monster with human-ish body but a horse head and hooves. The bestiary has a great picture of it (easy to find online)- the thing is a horrible bony thing.
Anyway, the advantages of this:
-it is a monstrous humanoid. So HANDS!
-it has pounce.
-it is a large, humanoid shaped creature- thus, it has the 'tall' reach template (10' reach).
-it has a great ranged attack- it shoots out 4 spines as a standard action- each about as good as a compound short bow (1d6+str). Only 24 'arrows' per day, but it is still fairly strong. Great against anything that is trying to get away from you.
-has SLAs. Mostly movement and illusion stuff. Not amazing, but not bad either. You can probably find a use for any of them. EDIT- Oh, you can go invisible at will. That is great.
-it has a pretty good general set of base stats and feats. It comes loaded with the basic reach feats (power attack and combat reflexes). Otherwise bland feats, but they aren't exactly wasted either.
So overall, this could do really well for a natural attack build- maybe grab claws from something. Slayers and rangers are good for getting permanent ones early on with their style feats (barbarians are nice too, but those are tied to rage; usually not a problem, but this starts at high level since you work from the monster's level up, I assume).
EDIT- sidenote- would an amulet of mighty fists give an enhancement bonus to the spine attack? It is made from the creature's hair.

No one's mentioned actual horses yet? They'd seem to be obvious. CR 2.
There's also
Wild Hunt Horse, CR 11
Kathlin, CR 3
And possibly
Sagari, CR 1/2
Kirin, CR 7
Emperor Kirin, CR 14
I'm not sure where your CR 13 kirin comes from.
