A mechanic can wirelessly hack into things. Can the mechanic use this ability to become aware of technological devices within range that others wouldn't otherwise be aware of?
Say, for example, could a mechanic detect that someone standing in line in the at the local DMV is using an active holoskin, then hack into it and reprogram it to make the spy look like a cartoon ape?

You can only hack things that have a computer with a tier rating controlling them. You can't hack a flashlight or a gun, for example, unless they are hooked up to a turret role swivel controlled by a computer. Does a holoskin come with an integrated computer or is it shaved to a personal computer as a module? Only in those circumstances would it be hackable.
