Necklace using the same power as the rod of metamagic

My player want to create a necklace that has the same power as confer the rod of metamagic. (metamagic, extend lesser)
I would like to know what would be the price base price of that? Also, why the caster level for a lesser rod of metamagic would be (CL 17)?

To add more, what would be the price for adding another power to the necklace. He want to add the same effect of arcanist's gloves in it.

Rod of Metamagic, Extend Lesser
Lesser rods can be used with spells of 3rd level or lower

Aura strong (no school); CL 17th
Slot none; Price 3,000 gp (lesser); Weight 5 lbs.
DESCRIPTION
The wielder can cast up to three spells per day that are extended as though using the Extend Spell feat.
CONSTRUCTION
Requirements Craft Rod, Extend Spell; Cost 1,500 gp (lesser)

ARCANIST’S GLOVES
Price (Item Level): 500 gp (3rd)
Body Slot: Hands
Caster Level: 3rd
Aura: Faint; (DC 16) transmutation
Activation: Swift (command)

These sleek blue gloves bear tiny golden stars across the knuckles.
When you activate arcanist’s gloves, you add 2 to the caster level of the next 1stlevel arcane spell you cast before the end of your turn. Arcanist’s gloves function two times per day.
Prerequisites: Craft Wondrous Item, fox’s cunning.
Cost to Create: 250 gp, 20 XP, 1 day.

I would make it the same as a metamagic rod. The downside is that the necklace takes up a magic item slot and the rod doesnt.

It's balanced by the upside that it would not require a hand to do so. I'm guessing that the player is a magus who's trying to slip in a spell combat meta maneuver.

Did not say that I had, just making an observation.


The player is a wizard who's trying to put a few other objects in the same item.

I agree the price should be the same for the rod and the necklace as it was suggest by LazarX.

what about the Caster level, should it stay at 17th?

What would be the price of adding the arcanist's glove to the necklace to it?

It's also a way to skip the Craft Rod feat.
