Nope, away from book but there is a line about having no more skill ranks in one skill than your level (or HD for creatures without class levels).
You can have no more ranks in any one skill than your character level. There is no limit to how many ranks you can add at once when gaining a level as long as the total is does not exceed that limit.
In other words -- this rule was carried over unchanged from Pathfinder.
