I signed up for a 32-pack/case subscription. When will I see the 30% discount off boosters/bricks/cases and 75% off promos? Do I have to wait until Oct/Nov for the next case release? Will that release be charged at 30% off of $399 ($279)?
Once that releases can I then buy say a We Be Goblins box for 30% off of $57? And if in stock, purchase previous cases for 30% off of $399?

Yes, it will show up when the next case ships (the last case was $279.99 for subscribers and the incentive was $12.50, so barring any price rises that should be what you pay for the next set).

Yes. Once your first subscription shipment is generated, the discount on other eligible products will kick in.
One option that might reduce your shipping costs would be to order builder sets and so forth but choose "ship with my subscriptions" as the shipping option. That will dump them in your sidecart until that first subscription shipment at which point you'll get the discount plus have everything bundled up and shipped as cheaply as possible.
Bundling things doesn't always help, but can make a significant difference to shipping charges, depending on where you are and what shipping method you use.

Thanks, that's a really good way to get Pathfinder Mini's. Wish I didn't have to wait until October!
So what I see is $10 off shipping over $100, so two builder sets s/h was $10.50 for me, but when I add a case it's quite pricey, $30 more in s/h for a total of $40 s/h.
So wouldn't smaller shipments over $100 be cheaper than adding the builder sets to a case shipment? I assume I have to pay shipping on a subscription case order ($279.99 plus about $30 s/h). So 2 builder sets was about $10 s/h, so my s/h would be basically free with a separate order but $10 more to a case order ($30 plus $10).

Shipping is a funny beast and it depends a lot on where you are and what shipping method you use (I have literally seen orders where adding four books didn't add anything to the shipping but adding a fifth doubled it).
Your instinct is right though - one tactic to minimise shipping costs is to capture more $10 discounts from paizo by breaking your orders into multiple $100 "lots". It is worth checking each configuration though as there are sometimes some odd results.
FWIW, if you follow that strategy, I think the algebra is going to work out that you'll be giving less to Paizo and more to the shipping companies. That's where the discount is coming from.

This sort of thing happens when we can fit your order into a Flat Rate Box (which is priced by the size of the box rather than its weight), and you add enough stuff that it no longer fits in such a box.
