Efreeti Arcana does not allow a sorcerer to get any new spells, because the boon explicitly says "scribe" and sorcerer's don't scribe.
Is this correct?

That is correct; the boon works only for classes that store their known spell lists in spellbooks, or in familiars, as witches do.
