For We Be Goblins, are the dares limited to only one PC attempting the dare, or can multiple players try? Also, if a dare's reward is not gained, is it crossed off the chronicle sheet?

I always let whoever wants try the dares. Play up the craziness of goblins and you can usually get everyone to try all the dares. The audience loves spectacular failures.
I usually run them loosely like combats. Everyone is trying simultaneously and whoever finishes first wins. Or in the case of Hide-and-Get-Beaten, whoever survives unscathed.
