So in order to help pitch character concepts to my PCs, I usually make one or two myself that shows them "hey this is a character that fits in the world." I have never ran an AP before but have GM'd for several years now. Is this the campaign where one could finally make Luca Blight as a PC?
And then my other questions are essentially (as I have not had the chance to read over the APs yet) what things do I have to know to run this? My preliminary inquiry and investigation tells me I have to adjust some of the encounters to make them slightly stronger, but other than that no impact no idea.
(If you don't know who Luca Blight is, I can explain him)

Luca Blight was the main antagonist in a game called Suikoden II. Essentially he was an incredibly intelligent and incredibly brutal fighter. When he raided a few of the cities in the beginning, he would slaughter every man, woman, and child (including a rather darkly amusing one where he made a woman act like a pig, with her thinking he'd spare her if she did. He didn't.). He was the kind of general who punished repeated failure with death, but didn't punish a "first time failure" type offense.
His last words were "It took hundreds to kill me, but I killed humans by the thousands!... I am the true face of evil!"

Well you could choose one or two of the evil Iconics (I'd suggest Emil and Linxia, but that would be to you). You surely could use your example, as it seems quite fitting in theme. The only problem I see is that your bad guy is in a position of power. Just make sure that your players know that they won't start out like that.
