I've been thinking about this and reading all the old threads, so I thought it was time to chuck it out there.
How about changing the bow to do lines of lightning? I'm thinking you shoot an arrow and it becomes a 4d6 line lightning as it reaches the target, then continues as a 60 foot line. Reflex DC... oh, 18?
I'd make this a standard action power of the bow to avoid too much spamming of energy damage. Still a bit of a mooksweeper and a nice weapon for the 2nd archer. (The first is never letting the outsider bane bow go!)
What do you think?

I know, but it's apparently not supposed to be super-duper awesome, so I'm trying for something that will let the PC with the least ranged power occasionally help. Or a nice gift for the head of a village in return for a favour.
I could make it single-target orb as attack action or bolt as standard action.
I could add a stun or silence effect.
I could make it 'root' the target for a round or so.
I could have it summon an arrowhawk :-)
At range the party have a +2 evil outsider bane composite bow, spells, and a crossbow sniper. Only the fighter needs something.
It might be interesting to give the bow a personality...?

Well, you can't have lightning without thunder. What if the bow dealt an equal amount of sonic damage along with its electricity? What if on a critical hit, it summoned a lightning elemental? What if 1/day (week?), it could be used to smite (+cha atk, +level dmg) a dragon/earth subtype/reptilian creature?

I have combined the bow with a magical quiver. The quiver creates magical arrows randomly - i.e. randomly for the PCs, but I plan to put special arrows in it sometimes in order to give the PCs an advantage; you could even add arrows of demonslaying then :-)
Of course the quiver only works when it is near the bow.
