I don't use experience points, I would like to know the points at which the characters should level in each book.
I know there is a guide in the front of each adventure but it just says by this point they should be at X level not when in the adventure they should receive their levels.
I am sure I can figure this out myself im just asking if anyone has already done this.
I use Herolabs so if one or two encounters need to be beefed up then thats Ok if it makes story sense where they get their levels.

I'm not sure what you're asking for. Each RoW AP book states on the cover what level the PCs should be at when they start that book. Each RoW AP book also has an advancement track inside the book itself, just before the Adventure Background section (and after the Foreword). The advancement track should answer your question - doesn't it?

Although I haven't done the actual XP calculations myself, it's my understanding that if the PCs kill the monsters (not always necessary to earn the xp; see the individual entries)/earn the relevant story XP listed in the adventure up to that point, then they should have enough xp to reach the character levels at the points indicated on the advancement track.
For me, the tricky thing can be when to time the actual level up, as it sometimes it occurs in the middle of an "adventuring day". There are various schools of thought on how to approach that. I let the PCs gain the next level's new hp, skill points, feats, and most class features, but extra daily spells (including higher level ones) are not available until after the next over-night rest period. As always, YMMV.
