Sorry for asking a silly question that a little more research (and powerful Google-Fu) might have answered, but...
Our group usually runs 5-strong, but we finished the first Adventure (Herald's Chosen), and ran today with 3 regulars and one brand-new player.
Successfully completed The Frogs. When would our Tier-1 player receive the ability to add Banner of Valor, a Tier-2 Loot card, to his deck?
Would it be when he completes his fourth OP scenario in Adventure 2 (Assassins) and advances a tier?
Once he advances to Tier-2, would he automatically receive all of the Tier-1 rewards so that he would effectively have 3 Skill Feats, 2 Power Feats, and 2 Card Feats (two tiers of rewards, plus adventure 1 completion reward)- or is the fact he did not play through Scenario 1 handicap him going forward?
I'd like to know how to adjudicate this, but glancing at the Organized Play guide following the scenario, it didn't jump out at me.

Your Tier 1 player still gains the ability to add Banner of Valor, but can't actually add it until he arrives at Tier 2. Which would be at 1-2D, yes, assuming the player played through the rest of AD2.
The Tier 1 reward does not include the AD1 completion reward. That's a reward for completing Adventure 1, not for advancing to Tier 2. Don't complete Adventure 1, don't get the reward. The player will get the rest of the Tier rewards; but that's only 1 skill feat (for the first scenario completed), 1 power feat (for the second scenario completed) and 1 card feat (for the fourth scenario completed).
The next scenario (1-2E), the player will have finished the Adventure, which advances him a Tier, bumping the player up to Tier 3. Bumping the player up a Tier will allow the player to get the rest of the Tier 2 feats (whichever he didn't get from skill, power, and card feats), which means they'll have 2 skill feats, 2 power feats, 2 card feats and whatever the Adventure 2 reward gives them, and puts him roughly on par with the rest of your crew (the only thing missing is the single skill feat for AD1)
You get feats for completing scenarios within a tier, not for completing scenarios within an adventure.

After 1-2D completion, we'd recommend the new player advance to Tier 2. They'd have 1 skill, 1 power, and 1 card feat at that point. Plus any rewards from 1-2A, 1-2B, 1-2C, and 1-2D scenarios.
Once they finish the next scenario, 1-2E, they automatically advance to Tier 3 (with the rest of your party) and gain 1 skill, 1 power, and 1 card feat. Plus any reward for 1-2E. For completing Adv 2, they gain that adventure reward along with a die bump.
So that's the 2 skill, 2 power and 2 card feats that zeroth mentioned along with the die bump and Adv 2 rewards.

Thanks, guys. I sent this forum post URL to the player in question, so it's nice to have this confirmed by regulars on the board.
So- after finishing 1-2D, now he would be considered a Tier 2, and can use the Tier-2 cards (including the aforementioned Banner of Valor, plus whatever else is acquired in 1-2B, 1-2C, and 1-2D).
Yes, I know I'm being very legalese in asking this next paragraph, but:
When he completes 1-2D, would he be able to advance a tier before acquiring the deck upgrade, or does that not 'complete' the Play 4 / advance a tier until all after-effects of completing four adventures are completed?
