Paragon surge for different races

I was thinking of a house rule for my game. Paragon surge could be used by any race, with the alteration that the stat bonus would be up to a plus 4 total based on racial or half racial bonuses. Humans being an exception with plus 2 to attribute of choice only and half orcs getting plus 4 str.

What do you think?

Well I believe the point of paragon surge is the racial bonuses of the elf and the bonus feat of a human so thematically that only fits with half-elves.

However I don't see anything inherently wrong with what you are doing other than the fact that paragon surge is a metagamey spell in the first place and I don't like it.

I think perhaps a pre generated list of 10 or so feats which represent each race would be better, still a powerful and diverse spell (specially for sorcerers or others with limited spell selection) without being ridiculous.

Ex: Paragon Dwarf Surge
+2 Con, +2 Wis

Choose to get the benefit of..

Weapon Proficiency: Battleaxe or Waraxe
Weapon Focus: Battleaxe or Waraxe
Skill Focus: Crafting, Mining, Brewing
Toughness
Ironguts
Ironhide
Improved Stonecunning
Stone Faced
Stone Sense
Stone Singer

Or something like that.

I've got a Drow Blooded Half-Elf that occasionally uses Paragon Surge. Not necessarily to be metagamey, but I just like it. Anyways. The only change for that is +2 to Cha and Dex instead of Int and Dex.

... I just wish it were a racial bonus as opposed to enhancement. That would make more sense to me. Whatever though.

Oh. The actual question. Umm. I think it could really only be allowed for races that are a blend of 2 other races, cause of how I view the spell, it sort of makes you both races at the same time, as opposed to half of one and half of the other. That isn't that hard to find though, races that are half and half. Half-Orc. Tiefling. Aasimar. The elemental races. You'd just have to outline in the spell what the bonuses are.
