I'm looking for an African-looking spellcaster, like Somali, Ethiopian or Eritrean. Maybe that sounds like Osirian?
I'd really appreciate any suggestions you might have.
Interesting character concept. You may have better luck looking at historical miniatures - though those tend to be in smaller wargame scale (15mm) or larger display scale (54mm)

In particular the Witch Doctors (DA062) from the last link may be exactly what you are looking for.
