Thow I have a problem with the secount game were my littal bro took the GM paper that has all the player info on like oathfinder #'s so that he can report the game. Do this mean that I can count towards leving up my chareter or what? Or is there something I can do about it. I have no idea how to get ahold of the GM I'm from out of state

First issue - As long as you have the signed chronicle sheet from the GM you have received credit for the scenario, even if the GM or convention organizer never reports it in the Paizo reporting system. Having an accurate electronic record in the system is nice, to be sure, especially if you lose your chronicles, but it is always trumped by paper.
Second issue - Since you have the reporting sheet, you need to look at this list of Venture-Officers, scroll down to where it says "Utah-Salt Lake City", and send a message to Venture-Captain Dustin Allen and Venture-Lieutenant Dan Hackley. You'll need to get the game's GM and character information to them in some fashion (via email, scanning and e-mailing the reporting sheet, snail mail, etc.) so that the game can be reported.
