"Her Fame might also afford her certain titles and incidental privileges and allow her to purchase spells and items from her faction between scenarios."
This statement appears in chapter 5 of the Year of the Demon Guide to Pathfinder Society Organized Play, subchapter Fame and Prestige: Benefits of Fame.
What does it mean? Is there any text anywhere that clarifies it?
It seems to be related to a portion of the Pathfinder Adventure Path Shattered Star Player's Guide, in the About the Pathfinder Society chapter. In that chapter there is also a subchapter called Benefits of Fame along with one called Using Fame and Prestige. The latter, on pages 10 and 11, is a consolidation for all factions of the boons that were available to members of each faction, listed in the 2010 Pathfinder Chronicles Faction Guide, when Pathfinders were actually a faction and each faction had detailed boons. In the case of the Pathfinder Faction in that guide, the list of boons is on page 37.

Are any of these Fame boons, including copying spells from the Grand Lodge Library, still valid? or have they all been reduced to a +1 Diplomacy check per 10 Fame points? Will the Fame boons be listed once again in the Year of the Sky Key Player's Guide? They have only appeared twice so far that I am aware of - in the 2010 Factions Guide and in the 2012/2013 Shattered Star Player's Guide.

Most of them are in the Pathfinder Society Field Guide, which used to be a part of the Core Assumption.
Since most of the Factions will be changing hands next month, only the Silver Crusade and Grand Lodge portions of this book will likely be available for play.
And the non-Faction vanities and other goodies, too.

Are any of these Fame boons, including copying spells from the Grand Lodge Library, still valid?
Fortunately for your [wizard/alchemist/insert appropriate spell caster here] paying our grumbling...i mean extremely knowledgeable librarian in the Grand Lodge library to use its facilities is not only legal it is noted in the FAQ (bolding mine for relevance):
Can I scribe spells from another PC's spellbook into my own? What about gaining spells via scrolls found during an adventure?
Players are welcome to exchange spells with each other during an adventure. They must still follow all the normal rules as put forth in the Core Rulebook and their class descriptions (for instance, an alchemist can scribe from a wizard, but not vice-versa) and they must not bog the session down.
Similarly, scrolls found during an adventure can be used to add spells to spellbooks and similar class features (such as a witch's familiar), using the normal rules for doing so. Scrolls used in this way during an adventure do not need to be purchased, but are still consumed as normal.
With either method, the GM should sign off on the spells gained (after witnessing successful skill checks) on affected players' chronicle sheets. All other methods of gaining new spells (such as by gaining a level or purchasing access to an NPC's spellbook) function as described in the Core Rulebook and relevant class descriptions.
In the rare instance of a wizard charging a fee for the privilege of copying spells from their spellbooks, this fee is equal to half the cost to write the spell into a spellbook (see Writing a New Spell into a Spellbook). Rare and unique spells do not change the fee in PFS.
Go to the library, pay to access the library (1/2 spell level cost), pay for the inks to copy the spell (spell level cost), go out defeat enemies of the Pathfinder Society......Profit!

Also note that what Nefreet posted above turned out not to be true. For the purpose of qualifying for faction-specific vanities and titles, the new factions still count as their old counterparts (with The Exchange counting as Qadira. Sczarni vanities won't be available without special boons).
