In 1st and 2nd edition AD&D Vampire had a charm person ability when they looked a person in the eyes.
In 3rd edition it was chanced to a dominate ability when they looked a person in the eyes.
In 3.5 and PF the "look into my eyes" seems to have been lost. Now they can "look at my big toe" and dominate a person.
Sad to lose the classic stuff. And yes it was a limitation for the vampire.
Now I could be wrong about this and totally missed in 3.5 and PF where it says they have to "look into your eyes".

It's less a "look at my big toe" and more of a psychic assault in 3.5/PF. I like both approaches, really. Mesmer is cool, and gives wary targets the ability to block it, but the fact that simply being within 30 feet of the vampire could mean you lose your free will indefinitely will make everyone wary around the suckers.
And this way it's open to be flavored in multiple ways. You can flavor it as a commanding, hypnotic voice, or keep the "look in the eyes" flavor, combined with the purely mental attack (have the person's eyes just be naturally drawn to and lock with the vampire's as the Domination takes hold).
