Pirates, Devils & Soul Stones...

Hi folk,
i have some questions regarding my Skulls and Shackles Campaign: Imagine a slaver´s ship from Cheliax commandeered by a group of devils and some ruthless Chelaxian mariners.
In fact it is a galley of some 200 miserable souls (Humans, Halflings)chained together. The most precious loot onboard are some (six to eight) Soul Stones which absorb/store the most basic emotions of the slave crew and thus keep them in line.
Thereby these stones get some spell-like abilities, charged by fear, wrath, sorrow/despair et.al.
So here are my questions: How many Soul Stone shall there be? Which spell-like abilities should these Stones have? Are the stones rechargeable and if so, how? Are they minor artifacts or wonderous items?
Suggestions/Advice/Opinions are very much appreciated. Thanx in advance...
