I don't think that this goes quite far enough. I think that something like:
"Is that your final answer, noting the position of you compatriot?" would at least give the player an opportunity to reconsider if it the compatriot was forgotten.
The goal is for everyone at the table to have fun. It's no fun for a player if a character gets nuked because another character didn't think to take into account the first character's position, and it is no fun for the nuker if another character dies because of an oversight, assuming of course that the nuker doesn't actually get his (or her) jollies from nuking another character.

I only allowing nuking if the player would not have a reason to know where the othe rplayers are. Then as a DM I would make a judgement if the player is trying to nuke teammates or playing a fun cooperative game.
Personally I prefer to play adventures in a way no other person has played it. If that involves innocent PVP, well I am very entertained by that.
