I am both a future user and gm to people who will have access to intelligent items(braid of 100 masters). so my question is how do intelligent items effect society game play. Ive never used em alot in homebrew so my understanding is limited to that they have an independent personality. how do they effect the mechanics.

I only know of one intelligent item, from a scenario, in Society play and it acts as an independent personality. It won't make itself know unless the players do certain things, and will act in a (GM decided) appropriate way to the players actions. As for how your item(s) acts is entirely up to the GM, it is after all just another NPC.
Mechanically, intelligent items won't change how the game is played. Some GM's may use them as Deus Ex Machina to "suggest" solutions to players, or give exposition tales of daring-do to the players, but I find that weak storytelling. (Telling someone else's story is never as fun as letting the players make their own.)

There are two intelligent items available to PCs who play through the respective adventures. In my experience, a player who purchases such an item from the Chronicle sheet then controls how much the item participates in conversation and interaction. Partly this is because a GM running a future scenario might not be familiar with the adventure in which the PC acquired said item, so the burden of managing the personality is more comfortably in the hands of the player. For those GMs who are comfortable with the idea, an intelligent item's voice might be used as a way of providing a bit of commentary to lighten the mood or help push the PCs toward making a decision (perhaps providing a minor clue that keeps a group from crashing to a halt when struggling to solve a puzzle). As Lanith mentioned above, having an intelligent item providing puzzle solutions to a group isn't the best idea unless the group is at risk of giving up on the adventure.

the braid is on chronicle and the scenario states its intelligent, but dormant
The Braid of a Hundred Masters is an intelligent item that rests dormant now, and can only be reawakened in a ritual conducted by its last master (or his eldest descendant if the master is dead). When reawakened, the braid functions only for the individual named as the master’s successor.
so is its intelligence fluff only or what

It appears that that was fluff that never quite made it to the final item. As a result, I must assume that the braid's knowledge is transmitted to the wearer via empathy or the like, but the item otherwise behaves as a normal magic item.
