Yea, i have an idea. It might not be the best of ideas but i think it's genius so here goes: Two steps.
One, give the Rogue 10+int skillpoints per level (or possibly even more). Sound bad? Well, before you judge read the next point:
Two, Remove the skill limit caps for the rogue. Wow, suddenly too many skillpoints went to not enough huh? A hard cap will still be needed, but instead of being skillcap = character level it's skillcap = rogue level times x, with x being 2, 3 or 4. This lets rogues rock the skills area once more, no?
I'd have a few restrictions for this, though: It only applies to dex, charisma, and intelligence based skills on the rogue's skill list. not additional skills obtained via traits or multiclassing. Just the rogue skill list. Secondly, if you multiclass the new skill cap is Rogue level x3 plus character level. Unless you want to be a skillmonkey, rogue will be a very weak class to dip. And that's the idea.

This doesn't really do anything to fix the issue with the Rogue.
The issue being that he's already a good skill monkey, except other classes can be a skill monkey and still do something ELSE. Rangers can fight, Alchemists can carpet bomb, Wizards can Wiz all over everything else, and so on.
Rogues have NOTHING but skills going for them. They can't fight, they don't have any utility beyond their skills (and in a game that assumes magic, this is wery bad) and are all around just a relic from a time when the skill monkey was an utterly necessary role that could not be filled by anyone else, and combat wasn't as important.

Rogues take up space... This is not a bad thing though. They can use most all activated magic devices, when they finally get into position they add to party dpr, and they can afford skills that alot of other classes can't. Sure other classes do it better, but they are not a bad 5th wheel. They have effectively taken the place of the 3.0/ 3.5 bard...

There's not really much need for a skill character in the fifth slot, though. You already have a ranger or bard or inquisitor for that job and rogues aren't particularly good at magic devices. If that's your planned role a bard (possibly even a second bard) or sorcerer or summoner or wizard or witch or magus or alchemist will do better because they'll have some spells or extracts of their own to supplement their devices. It's not like a UMD focused alchemist or wizard that isn't trying to do much else is any more MAD than a UMD focused rogue that isn't trying to do much else.
As fifth wheels go rogues aren't much. Redundant martials and casters make better fifth wheels. At least you can use the redundant inquisitor as a spare tire if something happens to your cleric or ranger. Or the spare witch if the wizard or cleric goes down. Or whatever.

There's a lot you could do for a rogue, but I don't see this really helping. It's not that rogues can't get their skills high, or that they lack in the number of skills, it's that they don't really accomplish much with those skills. Besides your easy fix doesn't work so well with multiclassing.
What rogues could really use is to have their rogue talents fixed up. That would be the least intrusive fix at least.
