I need some help on an homebrew magic item (grass snake lance)

Hi all,

I created a magic item for my home campaign, the grass snake lance.

It's a +2 lance designed to be wielded by a female elf cavalier (beast rider) 9 with a snake flavor (with a lion as a mount, as per the beast rider mount).

Here it is:

In response to a rushed whisper [swift action], this +2 lance can, 3 times a day, transform itself into a +2 javelin.

If the javelin is used as a melee weapon, it inflicts its normal damage on a successful hit and then transforms back into a lance.

If the javelin is thrown and doesn't strike its intended target, it transforms back into a lance. If the javelin is thrown and strikes an unanimate target, its does its usual damage and stays in its current form. It will transform back into a lance the next time it is wielded.
If the javelin strikes an animated target, it does no damage, but polymorphs instantly into a giant grass snake (see below) which immediately attacks the target. The giant grass snake fights until victorious or dead, at which point it reverts back to the shape of a lance.

I am unfamiliar with creating magic items, so I was wondering about the stats block of the grass snake lance. Any help or remarks would be much appreciated.

I'm looking at the Rod of the Python as I make this because it has a similar "Turns into snake an unlimited number of times" mechanic.

Grass Snake Lance
Aura moderate transmutation; CL 10th; Price 18,310 gp; Weight 10 lbs.
The Rod of the Python is a +1/+1 Quarterstaff (4,000gp) that costs 13,000gp with its extra powers. Its powers thus add 7,000gp. The Grass Snake Lance turns into a more powerful (advanced) constrictor, but it also has a limit on uses/day. Activation is similar given that it takes a swift to transform into a javelin but then the snake must be targeted with an attack. I would suggest making the Lance's powers somewhat more expensive since the more powerful snake outweighs the limits on use (3/day is still plenty of uses), perhaps 10,000gp. Add the cost of a +2 Lance (8,310) and we have a possible price of 18,300gp (incidentally the same as a +3 weapon).

CONSTRUCTION REQUIREMENTS

Craft Magic Arms and Armor, baleful polymorph; 9,310 gp.
Baleful Polymorph comes from the Rod of the Python, but Summon Nature's Ally IV would also be appropriate as SNA III summons a non-advanced constrictor. Craft cost is half market price plus cost of MW lance.

Your explanation is elegant and concisely done. The mention that the grass snake lance has the same price has a +3 weapon helps me judge its power, too.
