Darl Quethos can't use his wands?

Darl Quethos has several wands in his gear, including a wand of stoneskin and a wand of charm monster - but these two spells aren't on the spell lists for a cleric of Vecna with the Knowledge and Magic domains, and Darl doesn't have any ranks in UMD, so I don't think he can use those wands! Am I missing something?

Strap on sufficient ranks (bumping up Int if you have to) to let him use them at a +19 (if possible), problem solved.

Thanks, Mewzero, you're quite right. I didn't initially read it as giving you access to the spell lists, but in fact it must do, otherwise which wands would it let you use?

The Magic domain in 3.5 allowed him yo use spell trigger items as if he was a 1st level Wizard.

He can use both wands just fine without UMD.
