Hey i was wondering if anyone had any fun ideas for the build of my BBEG and his organization, here's the premise:
The party plays a group of agents who are in direct service of the country they serve. They've just quelled a civil war in their home country and have learned that the war was manipulated into happening and continuing from a distant country known as Aavas and its magistrate, Rijrud. The other countries around Aavas have decayed and been blighted out of existence but there are signs that Rijrud real goal is to wipe out the PCs home country.
Aavas is a city-state known as 'The Birthplace of Magic', a once beautiful and prosperous metropolis that was blessed by the goddess of Magic and kept a magnificent fountain bubbling for two thousand years until the fountain's magic dried up and so did Aavas' prosperity. The people of Aavas became entirely dependent on magic to live and Rijrud, using powerful connections to Abadon and daemonic forces assumed control of the city. He is a devout follower of Raeraza, one of the lesser daemon lords bound into the service of Trelmarixian. The mages of Aavas attack other cities with summoned daemons and then dry up the resources, turn fields to dust and rivers to salt.
I see Rijrud as the secondary antagonist with Raeraza serving ultimately as the primary antagonist ultimately concluding with a trip to Abadon to vanquish the daemon lord who is the one with the burning to desire to destroy the PCs home. In the meanwhile...the party is tasked with going to the different neighboring kingdoms to recruit them to their defense against Aavas.
I'm looking for ideas for Rijrut's build and some fun ideas for the mages of Aavas. Any thoughts or ideas would be greatly appreciated!

1. Why do the mages of Aavas attack other cities? Do they actually pillage them once they're in ruins? From what you wrote it sounds like they do it just to be jerks.
2. Why does Rijrud hate the PCs home country, especially if it's far away from Aavas?
3. How did the fountain dry up? Did the citizens of Aavas draw from it too greedily, did the Goddess of Magic rescind her favor, did it go dry naturally, or were sinister forces involved?
4. Rijrud's build: I'm thinking human Arcane bloodline sorcerer. Take Focused Study (Bluff, Intimidate, Diplomacy) as an alternate to the bonus human feat and make one of his other feats Cosmopolitan, adding two of Perception, Diplomacy, and Sense Motive as a class skill. Of the three skills you didn't pick with Cosmopolitan, take a trait that makes it a class skill. Give him at least a 12 int so he gets enough skill points to be competent at all the social skills. From there have him specialize in Enchantment spells, taking Spell Focus and Improved Spell Focus and eventually take Enchantment as his school power to really make those save DC's high.
5. Mages of Aavas: If they're using summoned daemons then they sound like conjurers. The more powerful of their order likely have the True Name arcana.

1. The Aavasians have gone to war, striking out against their neighbors and others due to perceived threat. My inspiration is similiar to a 1930s Germany, a country, once prosperous falls onto hard times. Radicals use the peoples fears to direct their anger outwards, Rijrud and his followers have also been given dark powers from daemonic forces but to the citizenry of Aavas they appear as saviors. The daemonic-fueled magic is what devastates the land, its a side affect of Raeraza.
2. Rijrud was born a peasant named Dion Bier in the PCs home country (Bygaria) but excelled at magic, allowing him to rise up in society. He began craving more power and was contacted by the Daemon lord Raeraza who had been looking for a champion. Rijrud was caught practicing evil magics and fled Bygaria and changed his name to Rijrud of Aavas.
Raeraza was once Brant Tythos the younger brother of a River King over a thousand years ago. When Bygar the conqueror invaded their country in his quest for dominance of the region, (Creating what would eventually be called Bygaria) he slew the River King and burned his castle to the ground. Brant was killed by a stray arrow during the sacking. His soul was sloshed into Abadon where he found himself hunting and transforming into a Daemon. He rose through the daemonic ranks and changed his name to Raeraza, still holding onto the hatred of Bygar the Conqueror and the country he created.
3.The fountain dried up when Aavas lost the favor of the Goddess of Magic.
